Apparently, the issue happens when the Google Nest Mini auto checks for firmware updates. Open the Google Home app and select the correct Google account. Tap Yes to verify the soundcheck, select a device location, and enter a name.
Restart your device and install Google Home from Play Store. Tap “Set up device” and follow further instructions to add the Google Nest. Even if your router is brand new, you could be having this issue.
